Abstract
This study aimed to discuss the problems of waste management in urban areas, especially in Batam City which borders the neighboring countries. The launch of the waste bank program in Batam City is one of the government's waste reduction efforts. The attempt of social engineering through the waste bank program aims to build awareness and independence of the community with the hope of social change. This study is qualitative descriptive research. The data were collected from key informants which were selected through the purposive sampling method. In addition, documentation and observation were also conducted to gather relevant data. Then, the researchers identified and mapped the attempt of social engineering through the waste bank program in Batam City using a formal evaluation approach. The results of this study described the dimensions that play the most dominant role in the waste bank program in Batam City
