Abstract
Social, economic and political dynamics in the international system continue to experience developments that are closely related to international cooperation. Indonesian Migrant Workers (PMI) are an integral part of this phenomenon and at the same time a challenge for various stakeholders including government, non-government and companies. Batam, as one of the strategic locations for matters of PMI's interests, faces challenges related to how to send PMI officially/procedurally so that it is far from practices that violate the rules which can ultimately have a detrimental impact. The purpose of this study is to see the involvement of stakeholder, the government, non-government and private companies in supporting and protecting the rights of Indonesian migrant workers. This study uses a descriptive qualitative method with data obtained through interviews and documentation. The results of this study indicate that there is a good form of cooperation. Where if viewed from international cooperation, this collaboration includes how effective it is in matters before and after departure such as by implementing a ready-to-work and siskoP2MI system. Then there was political mobilization carried out by regional organizations such as ASEAN through the ASEAN Consensus. Sectoral government such as Law UU no. 18 of 2017 which regulates the protection of PMI and local governments through governor regulations. International cooperation that has been established also has development impacts such as economic growth for both sending and receiving countries as well as PMI.
