Abstract

Implementation of the policy for implementing national assimilation in the regions which is the responsibility of the National Unity and Political Agency of the Riau Islands Province is one of the dominant obstacles faced when implementing Minister of Home Affairs Regulation Number 34 of 2006 concerning Guidelines for Implementing National Assimilation in the regions for joint manifestation in increasing the sense of unity and oneness. The aim of this research is to identify the implementation of the policy of the Minister of Home Affairs Regulation Number 34 of 2006 concerning Guidelines for Implementing National Mixture in the regions at the National Unity and Political Agency of the Riau Islands Province and to analyze the obstacles faced in the implementation of the national assimilation policy at the Provincial National Unity and Political Agency Riau islands The results of the problem analysis of the Grindle Theory based on indicators which include the Policy Content Dimension (content of policy) are that the implementation of policies in the implementation of the National Assimilation Forum involves a number of parties/interests consisting of the Government, Forums and society which are interrelated in maintaining unity and unity. In creating conducive conditions, it is necessary to have regulatory support in the regions in the form of Regional Regulations, Regional Head Regulations and budgets which have not been maximized regarding the National Assimilation Forum. Environmental Dimensions of Implementation (Context of Implementation) that the Government has an interest in maintaining unity and unity in the community environment by involving the National Intermingling Forum as a manifestation of tribal representatives and all stakeholders in order to facilitate the implementation of every policy made by the regional government so that it runs optimally in order to realize prosperity for the community . The conclusions obtained from the implementation of the tasks of the National Assimilation Forum of the Riau Islands Province are based on Minister of Home Affairs Regulation Number 34 of 2006, one of which is that capturing community aspirations in the field of national assimilation has not been optimal and the obstacles faced in implementing the national assimilation policy at the National Unity and Political Agency The Riau Islands Province does not have regional regulations, regional head regulations, a budget that is not optimal, and there are no offices and operational vehicles to help carry out tasks.
