Abstract

The state of education in Mapur Village is that education in Mapur Village, especially elementary and junior high school levels in Mapur, is still minimal, and does not have good facilities. Apart from the facilities being the reason, awareness of parents and their children is very minimal regarding the importance of education, so the role of the Education Department is needed to pay more attention to education in the village. Essentially, the aim of education is to form humans who are not only able to adapt themselves and live in society but, more importantly, who are able to contribute to change in society and act as balancers for society. This research uses Biddle and Thomas' theory of money using four indicators, namely expectations, norms, forms of behavior, evaluation and sanctions. The type of research used is qualitative descriptive research. Data collected using interview and documentation methods. The aim of this research is to determine the role of the Education Department in dealing with educational disparities in Mapur village, Bintan Coast sub-district, Bintan Regency. The results of this research show that the hope of the parents and teaching staff is that there will be additional English teachers and transportation equipment which is expected to be operational every day. In carrying out its role, the Education Department prioritizes norms and adheres to Law 23 of 2014. The concrete manifestations that are clearly visible are the distribution of free uniforms, distribution of free stationery and the existence of smart Indonesian cards for underprivileged students. Evaluations and sanctions from student parents stated that the department deserved a positive assessment and educational staff also said that the department deserved a positive assessment, but there were several things that needed to be evaluated.
