Abstract

The purpose of this study is to explore the principle of Collaborative Governance in enforcing Regional Regulation (Perda) of the Riau Islands Province Number 1 of 2019 concerning Buildings with Malay Characteristics in Tanjungpinang City. This study is motivated by the influence of globalization and the transformation of foreign cultures which have an impact on eroding the integrity of local wisdom values. The government is responsible for the Advancement of Culture in accordance with the mandate of the Law, by involving the community in preserving culture. The principle of Collaborative Governance is a relevant approach in terms of maintaining and developing local culture by involving various stakeholders. This study uses a qualitative descriptive method with a literature study approach and secondary data analysis. The results of the study show that the application of Collaborative Governance in enforcing these regulations involves various stakeholders, including local governments, traditional institutions, and local communities. The main findings show that the application of Collaborative Governance can increase community participation and involvement in the decisionmaking process, planning, and policy implementation. The commitment of local governments and support from traditional institutions are key factors that support the success of the implementation of Collaborative Governance. In addition, public awareness and concern for preserving local culture also play an important role in supporting the enforcement of this regulation. However, this study also identified several obstacles, such as limited resources, political dynamics, and the level of trust between stakeholders that needs to be improved. This study concludes that Collaborative Governance can be an effective approach in enforcing regulations aimed at preserving local culture, with the note that resource support and increasing trust between stakeholders need to be considered. The results of this study are expected to provide practical contributions to local governments and other stakeholders in efforts to preserve Malay culture in Tanjungpinang City
