Abstract

The micro business empowerment program in supporting tourism requires effectiveness in its implementation from the planning to monitoring stages, so that the end result is not just implementation of government programs but also has a positive impact on micro business actors and makes a positive contribution to tourism in Bintan Regency. Efforts to achieve effectiveness require appropriate steps that are implemented comprehensively. In reality, this effort often faces obstacles considering the large number of resources involved. This research uses qualitative methods based on primary and secondary data sources, with data collection techniques carried out by observation, interviews and documentation. The theory used relies on effectiveness indicators according to Richard M. Steer, namely goal achievement, integration and adaptation. The research results obtained are based on this theory, first, to achieve the objectives, most of the activities are realized both in implementation and use of the budget by the research object, but there are still targets that have not been achieved optimally in terms of mentoring micro business actors and budget realization for funded activities. Changes to the Regional Revenue and Expenditure Budget due to planning that is not going well. Second, in terms of integration, the department has carried out integration both internally and externally, but there are still tasks that have not been carried out by the internal team, namely in terms of monitoring and evaluation. Third, regarding adaptation, researchers found that the department has not met employee needs, especially in fields that carry out the task of empowering micro businesses. This results in disruption to the achievement of micro business assistance performance due to having to carry out official duties and functions related to micro business empowerment. The conclusion of the research is the empowering micro-enterprises by the Bintan Micro-Enterprise Trade and Industry Office still requires improvement and refinement so that it is not only oriented towards achieving targets but also towards orderly administration and comprehensive fulfillment of effectiveness indicators.
