Abstract

Partnership is a way of working together using the principles of both parties benefiting each other by achieving common goals. The partnership between the Badan Pengusahan Batam and Pelindo I was carried out to improve the efficiency and quality of service at the Batam Port. The purpose of this study is to determine the partnership between the Badan Pengusahaan Batam and Pelindo I in managing the acceleration of services at the Batu Ampar Port of Batam and to understand the factors that hinder the partnership in realizing the acceleration of services at the Batu Ampar Port of Batam. This research methodology uses a qualitative descriptive method. In the implementation of the partnership between the Batam Concession Agency and Pelindo I, we can see that (1) the nature of the partnership that is mutually beneficial to each other, (2) the partnership relationship which is the continuation of the cooperative relationship in 2018 and then extended again in 2020, (3 ) the status of the partnership is marked by the signing of the MoU as a form of written commitment between the two parties, (4) the partnership system is implemented based on common goals and encourages cooperation results, (5) indicators of success are cooperation, coordination, collaboration, creation of dynamic team, and commitments. The conclusion of the study is the realization of indicators of the nature of partnerships, partnership relationships, partnership status, partnership systems, and indicators of success which show that the Batam Business Board partnership has implemented the characteristics and principles of partnership well. Although in its implementation there are several inhibiting factors, namely errors in inputting in the system, lack of transparency, and lack of direction in the implementation of activity management. The suggestion in this study is that the Badan Pengusahaan Batam and Pelindo I need to improve a strong coordination with each other in order to create a pattern of relationships that run smoothly as an ideal relationship pattern in cooperative relationships, so that in this case they are able to minimize misunderstandings between organizations/institutions.
