Abstract
The Religious and Cultural Tourism Development Program on Penyengat Island, Tanjungpinang City, has been implemented with the goal of increasing community awareness of the importance of culture and religion. The objective of this research is to analyze the policy implementation process using the Meter & Horn (1975) theory. This study employs a descriptive-qualitative approach by examining relevant documents and conducting interviews with pertinent informants. Data analysis uses triangulation techniques that are explored in depth. Findings indicate that the Religious and Cultural Tourism Development Program on Penyengat Island has made a positive contribution to the development of religious and cultural tourism in the region. Implementation process based on Meter & Horn’s (1975) policy framework reveals that the standards and objectives of the policy require ongoing evaluation and improvement. Furthermore, resource development such as training and capacity building in both human resources and natural resources is necessary to preserve the religious and cultural tourism on Penyengat Island. The characteristics of the implementing organization show potential for enhancing cooperation with the government and related stakeholders to promote religious and cultural tourism on Penyengat Island. Communication among relevant organizations reflects the institutional capacity in decision-making regarding the development program, thus highlighting the importance of community participation in oversight. Moreover, the disposition or attitudes of the implementers and the activities conducted must underscore the essential role of the government in actively guiding and educating the community from the initial planning stages. Lastly, the social, economic, and political environmental conditions must take into account local customs and the cultural awareness of the community throughout the policy implementation process. In conclusion, the implementation of the religious and cultural tourism development policy on Penyengat Island, Tanjungpinang City, necessitates the local government's efforts to enhance community awareness regarding the significance of culture and religion through tourism programs that align with local culture and traditions. Additionally, it is recommended that the local government provides guidance and education to the community, while also respecting local customs and cultural consciousness. Thus, the religious and cultural tourism program on Penyengat Island can serve as an exemplary model of how local governments can enhance tourism potential in an area through the development of tourism programs that are congruent with local culture and traditions
