Abstract

In the implementation of electronic procurement policies at the Bureau of Procurement of Goods and Services of the Regional Secretariat of the Riau Islands Province, many phenomena were found in the field, such as complaints from implementers and providers of procurement of goods/services. This study analyzes how the implementation, supporting factors and inhibiting factors of electronic procurement policies at the Bureau of Procurement of Goods and Services of the Regional Secretariat of the Riau Islands Province. The implementation theory used in this study is the theory of George C. Edward III. This study uses a descriptive qualitative method and data collection techniques through observation, interviews, and documentation. The results of the study indicate that the implementation of electronic procurement policies at the Bureau of Procurement of Goods and Services of the Regional Secretariat of the Riau Islands Province has not been optimal. This is because obstacles are still found in resource indicators. Inhibiting factors for the implementation of electronic procurement policies at the Bureau of Procurement of Goods and Services of the Regional Secretariat of the Riau Islands Province, among others, are related to competence, consultation and inadequate internet network facilities. The conclusion of this study is that the supporting factors for the implementation of electronic procurement policies at the Bureau of Procurement of Goods and Services of the Regional Secretariat of the Riau Islands Province can be seen from the indicators of communication, disposition and bureaucratic structure.
